Ukraine's President Claims Putin Initiated Dialogue Following Cruise Missile Proposals

Ukrainian President Volodymyr Zelenskyy stated during his visit to the US capital that Vladimir Putin's decision to request negotiations with Donald Trump indicates Moscow is feeling pressure. Zelenskyy commented, "We can already see that Moscow is scrambling to restart dialogue as soon as it hears about cruise missiles." These remarks referred to recent musings about supplying long-range missiles to the Ukrainian military.

Political Developments and International Reactions

An ex- US state department official, Dan Fried, observed, "The Russian leader is trying to derail the momentum toward greater sanctions on Russia." He added, "The outcome will become clear on Friday, but the chances of achieving a truce by pushing Russia to get serious seem to have diminished."

The development came after Trump had in recent days been hardening his language toward Russia until the recent conversation with the Russian president, which the Kremlin characterized as "extremely open and constructive."

EU Fuel Sanctions and Economic Impact

The European Union have set a mandate for energy importers into the EU to prove their products are not made from Russian crude, according to a official guideline published on recently. This step is included in the EU's upcoming ban on purchases of fuels made from Russian petroleum, which forms part of its latest restrictive measures against Russia over its war in the region.

Financial experts observed that trading patterns appeared to be factoring in the potential reduction of Indian purchases of Russian crude. Several Indian refiners are getting ready to reduce Russian oil imports, with projections of a gradual reduction, according to sources knowledgeable about the situation.

"This represents a positive development for the crude oil price as it would eliminate a big buyer of Russian oil," said a market analyst, noting that oil prices were stable on Thursday.

Security Developments and Energy Attacks

A large-scale Moscow's unmanned aircraft and missile assault hit energy infrastructure in eastern Ukraine on Thursday, resulting in disruptions in eight regions. Ukrainian officials reported that Russia deployed hundreds of unmanned vehicles and many of missiles, along with aerial munitions.

"This autumn, the Russian forces use every single day to strike at our energy infrastructure," said Volodymyr Zelenskyy, adding that strikes impacted the regions of Chernihiv, eastern Ukraine, Poltava, northeastern Ukraine and Vinnytsia.

Global Political Reactions

Kyiv's representative to Washington, Olga Stefanishyna, stated that Moscow showed its real attitude to negotiations through the "violence" of such strikes. "The Russian government once again chose weapons over talks, making this attack into a clear blow to ongoing peace efforts," she said.

Meanwhile, the European Union's foreign policy chief, Kaja Kallas, stated that the European Union had no choice but to build up defensive systems against Russia. She revealed a "plan" to get ready for potential conflict by 2030, featuring a new defensive network to be completely functional by the 2027 deadline.

The proposed system, called the "EU defensive program," is expected to begin working in its first phase by the end of 2026 and be fully functioning by the following year. Brussels hopes to obtain the support of member state representatives at a meeting in the coming days.
